Well, even though a dragon may be considered to be part mammal, they lay eggs, therefore, would not need to have outer sex organs, as animals that are egg-laying don't have them, because a female doesn't need a male to lay eggs.

hey zonic ... i realize that but some mammals lay eggs and have a (...)... a platupus is a common one.... the point is that your most likely right.... im just suggesting another possibility...

but a platypus and an echidna are monotremes. They are exceptions to this rule.
