Okay I've found out how to catch a Feebas. You need to use your super rod in the water that runs through route 119. The Problem is that out of the 400 spots in the water, Feebas is only in 6 of them. Plus if you change the trend in Dewford, Feebas changes the 6 spots it was in before and chooses 6 new spots in the water. Stupid Feebas.
